Note

  1. If a runner feels unwell during the race, they must follow the referees’ instructions and withdraw immediately.
  2. Half-marathon competitors who fail to pass the return point before 08:30 shall be disqualified;
    Road run competitors who fail to pass the return point before 07:45 AM shall be disqualified. Competitors may not dispute the decision. Disqualified competitors must wait at the return point for transport back to the event venue. Competitors may not dispute the decision.
  3. Competitors should attach the timing chip to the front of their shoelaces. This will allow the timing system to accurately detect their result.

Delivery of Materials

Event registration will be “by post.” Pre-delivery of race materials will incur a fee per person. The fee schedule and related conditions are specified in Contest Rule No. 12.

Important Notice

  1. The size of the competitor souvenir shirt cannot be changed once registration is complete. Competitor materials cannot be replaced or changed once they have been mailed.
  2. Competitors taking part in the half-marathon and road runs who complete the race within the specified time may each collect a Finisher Certificate and towel from the Official Tent. No replacements will be provided after the event.
  3. Competitors must attach the race number to their chest.
  4. The cloakroom will attach a cloakroom band to the personal belongings bag, a corresponding cloakroom band will be provided to the runner. These are used for verification by the staff at time of pick-up.

X. Contest categories and Divisions:

(I) Half-marathon: Participants must be over the age of 17 and will be divided into 9 divisions based on genders and age.

  1. Men’s Division:
    (1)     Men’s Senior Group: Over the age of 65 (Born in or before 1952)
    (2)     Men’s Group A: 64 ~ 55 years (b. 1953 ~ 1962)
    (3)     Men’s Group B: 54 ~ 45 years (b. 1963 ~ 1972)

XI. Registration rules:

(I) Limits on route capacity means registration is capped. To improve competitive standards and promote international participation, there is no limit on the number of foreigners and elite athletes. The contest may invite local and foreign elite athletes to take part; such competitors are not bound the by quota.

(II): Method of registration:

  1. Online registration website: http://bao-ming.com/index-2529.htm
  2. Payment process:
    Please register online at the website then print out the payment slip. The registration fee must be paid via the ibon kiosk of 7-11 convenience stores within 3 days:  Take ibon code to any 7-11 store in Taiwan → ibon kiosk homepage → Click on “Enter code” → Enter the payment code on the payment slip → Confirm type of payment → Click on “Confirm and print payment slip” → Present payment slip at counter to make payment. Please note that the payment slip includes a NT$20 processing fee. (A NT$20 fee applies to each transaction less than NT$20,000)
  3. Once a competitor has submitted their application, no further changes to the competitor profile including contest category, competitor name, ID number and date of birth may be made. Please check that your registration details are correct before submitting your application. The event will not be held liable for any errors in the submitted competitor details. Once payment has been made, the system will automatically send a payment notification. The electronic payment receipt can be downloaded from the registration inquiry section one month after the close of registration.
  4. If the registration fee was not paid in full or the procedure was not completed then registration is incomplete.
  5. Only online registration is accepted for this contest and payment must be made through the Uni-President 7-11 ibon system. No other methods will be accepted. If payment is not paid within the given deadline then registration is incomplete. The registration details will then be automatically deleted. This deletion may not be disputed.

(III) Applying for refund:

If payment has been made but the competitor is unable to take part then the following rules apply for refund:

  1. Contestants may request a full refund by October 20, provided that NT$100 will be deducted (for remittance service charge and administration fee).
  2. Contestants may request a 30% refund between October 21 and November 22.
  3. Not request for refunds will be accepted after November 22 or the receipt of event items.
  4. When requesting a refund, contestants must register at service@tclohas.net.tw and call the service hotline at (02) 8772-1035. The refund request must include the following information: name of contestant, citizen ID card number, contact phone number, and bank account number. After verifying the status of the contestant and date compliance, the organizer will issue a refund within one month. After the refund, the contestant may not participate in the event or receive any event items.
  5. Where the event is adjusted, postponed, or cancelled due to force majeure, such as weather, the organizer will immediately update related information on the event website. Where the event is postponed or forced to cancel, the organizer will refund 10% of the application fee.

(IV) This event will issue the e-invoice according to the following rules:

  1. Three-copy e-invoice: The organizer will notify contestants by e-mail of the delivery of the e-invoice certificate within 35 days after completion of application.
  2. Two-copy e-invoice: The organizer will notify contestants by e-mail of the issuance of the e-invoice within 35 days after the completion of application. Within 10 days after the day following the announcement of winners, the organizer will notify by e-mail an e-invoice winner who has not registered any e-invoice carrier. The organizer will also deliver the e-invoice certificate to the winner to redeem their prize.
  3. Individual contestants must fill in the correct e-mail in the application for the organizer to send the e-invoice to them.
  4. The organizer will send the e-invoice to the contact person of group contestants.
  5. Institutional contestants requiring the e-invoice to deduct expenses shall select the three-copy e-invoice and fill in the business administration number and institution name in the application.
  6. After the application is completed, no change of the type of e-invoice will be allowed. If you have selected a three-copy e-invoice in the application, you cannot request a change to a two-copy e-invoice, and vice versa.

(V) Registration Notice:

  1. Each person is limited to entering one category and one division.
  2. Those wishing to take part in the half-marathon should evaluate their physical condition and previous half-marathon experience. Those who cannot finish within 3 hours and 15 minutes should consider entering the Road Run instead.
  3. Please take care when filling out the registration details. Once the registration information has been submitted then basic details including group leader/participant name; group leader/participant ID/Passport ID; date of birth; contact number; email; and entered category cannot be changed.
  4. Competitors should check their name, date of birth, ID number and gender at time of registration. Do not provide false information that leads to unfair competition. If competitor information is found to be inaccurate before the race, then they will be disqualified. If competitor information is found to be false after the race, they will be disqualified and required to return all awards (including medal, result certificate, prize money and prizes). The competitor may not dispute the decision. Their original place and award will be awarded to the next in line.
  5. Registration is considered incomplete if the process was not completed or the registration fee was not paid in full. The competitor may not dispute the decision.
  6. Competitors who fail to provide a preferred souvenir shirt size will all receive the L size.
  7. Due to the limited parking available at the venue, participants are advised to take the shuttle buses if possible. Each person will be charged a nominal transportation fee. No refund will be provided if the return trip is not used.

      Shuttle bus service is arranged to take contestants to and from the event place in the above parking locations. Event staff will be at the above shuttle bus stops.

  8. The paid competitor shuttle bus provided by the contest is intended for all registered competitors who have made payment. The competitor bus passenger list will be published on the contest website. Those who did not opt for the competitor bus but made payment, or opted for competitor bus but did not make payment will not be able to use the competitor bus service.

XII. Pick-up and Check-in: 

(I) Postal Check-in:  Postal Check-in will be mailed out from November 20, 2017, onwards (competitors must pay for postage on top of their registration fee). Please fill out the correct mailing address and recipient name to ensure that competitor materials can be delivered. The contest will take no responsibility for materials not delivered due to incorrect details.

XIII. Rewards:

  1. Overall position: Those who receive an overall rank will be presented with one trophy and prize money (The winner must provide a photocopy of their National ID, permanent residency permit or passport for reference at time of presentation):
    To encourage all competitors to do their best, the prize money for both the men and women’s divisions is the same. Local competitors who receive more than NT$20,000 are required by law to pay a 10% income tax; foreigners are required by law to pay a 20% income tax.

(III) Competitors should proceed immediately to the results printout area after finishing their race and present their RFID to collect their Finisher Certificate. No replacement will be provided if certificate was not collected on the day.

 
XIV. Penalties:
Those who violate the following rules will be disqualified.
(I)        Competitor benefited from outside aid (e.g., traveled by car, supported from the side, etc.)
(II)      Competitor is running with their pet.
(III)     Registered division does not match their proof of identity.
(IV)     Poor sportsmanship or ethics (e.g., brawling, insulting the referee, etc.)
(V)      Not wearing the race number and RFID.
(VI)     Those who switch RFID, wear another person’s RFID, or wear two more RFIDs will be disqualified and their results will not be counted.
(VII)   Those who collected beverages or food from an unofficial resupply station (bystanders) during the race.
(VIII)  Contestants who do not follow the competition rules and/or obey the referee’s decision.
 
XV.Grievances:
(I) Competition disputes: Competitors may not argue with the referees while the competition is in progress. The referee shall make the final decision on matters with equivalent athletics rules.
(II) Complaints procedure: Any problems relating to the competition should be submitted to the event competition section within 30 minutes of each division’s results being announced and submit NT$3,000 as bond. A receipt shall be issued by the competition section; the arbitration committee’s decision is final for all complaints. If the decision is upheld then the bond will be forfeited.

 

 
XVI. Competition Notice:

(I)        According to Article 165.24 of IAAF Rules, the starting time for competitors is the time when the starter pistol is sounded. The competition will start timing from the time the starter pistol is sounded. This time will also be used to determine the position and result of each competitor.
(II)      Each competitor should be sure to check the name and competitor number on the “Race Number” and “RFID” when they receive the competitor materials to make sure that they are correct to prevent distribution errors from impacting competitors’ rights.
(III)     Competitors should arrive at the venue early and pass through the RFID sensor zone upon departure or their result will not be recognized.
The competition time and ranking shall be based on the competition results. Competitors should attach the RFID to the end of their shoelaces. It is the competitor’s responsibility to make sure the RFID is attached properly and can record the time. RFID instructions are provided in the handbook. Clear illustrations are provided.
(IV)     The race number must be attached to the front of the chest.
(V)      RFID is used for tracking time. Please pass through each sensor point properly. The competition will accept no responsibility for results lost due to failure to use the RFID as instructed.
(VI)     Competitors should departure on time. The competition reserves the right to prevent those who depart 15 minutes after the race has started from continuing and not recording their results.
(VII)   Personal belongings: The competition only provides the venue for placing bags containing competitors’ personal belonging so competitors must provide their own bags. The competition accepts no responsibility for lost valuables. Personal belongings are accepted between 05:00 and 10:30AM, December 2, 2017. Present the cloakroom band to pick up personal belongings after the race.
(VIII)  Safety is the top priority. Those who feel unwell should withdraw immediately.
(IX)     Please read through the competition rules carefully and follow the referees’ directions during the race.
(X)      The competition provides safety pins for race numbers.
(XI)     Competitors who are R.O.C. Citizens must provide a copy of their citizen ID. Foreigners must provide documentation such as their passport or permanent residency permit. These are required for the disbursement of the prize money.
(XII)   To protect the rights of competitors, registered competitors may not transfer their right to participate to people who have not registered for the competition. Any losses resulting from such an act shall be the sole responsibility of those involved.

 
XVII. Insurance information:

(I) Public liability insurance (when the organizer is at fault) has been purchased for this event. The insurance coverage is summarized as follows:

  1. Bodily injury liability insurance of NT$3 million per person.
  2. Total liability insurance of NT$30 million per accident (total payout for all people injured by the same accident).
  3. Property damage liability insurance of NT$2 million per accident.
  4. Maximum compensation of NT$34 million (including bodily injury and property damage) for the insured period.
  5. The insurance only covers compensation for bodily injury suffered by the participant arising from accidents (external, unexpected, not related to disease) that the event organizer is by law liable for compensation on. Please refer to the insurance policy for details.
  6. Injury and harm caused by personal health issues of the participant are not covered.

(II) Competitors may purchase “Accident Insurance” at the time of registration. The insurance coverage is summarized as follows:

  1. All harm caused by accidents (external, unexpected, not related to disease) that occur between 0:00 ~ 24:00 of the insured date are covered by the policy (coverage is time-based and is not limited to accidents, damage or injury suffered at the event venue).
  2. NT$1 million in accidental death and permanent disability benefits as well as up NT$20,000 in medical expense reimbursement insurance. Please see policy for details. This insurance shall be handled by the organizer.
  3. Injury and harm caused by personal health issues of the participant are not covered. Deaths determined by the authorities as natural will not be eligible for compensation.

(III) Both of two insurance policies above are for accidents (external, unexpected, not disease related). Those caused by personal factors (determined as natural death by the prosecutors) are not eligible for compensation. Participators who require total insurance coverage during sporting activities should purchase their own “Life Insurance” to ensure coverage for death and injury due to personal health reasons.

 
XVIII. Competitors’ Safety Information

Competitors should decide whether they will participate on the day based on their own physical condition. They should also obey the competition rules, the referees’ directions and athletics rules. By registering for the competition, competitors agree to not hold the organizer responsible if they suffer sudden death or an accident due to personal disease, personal health factors, not following athletics rules or not obeying referees’ directions. The organizer will not be liable for any form of compensation. Competitors should not register if they disagree.

 
XIX. Privacy statement

Please read carefully through the competition statements before registration. For the organizer to process registration, produce the competitors’ race numbers and RFID chips, as well as other matters relating to the competition, the organizer must use the “Information” provided at the time of registration including personal details such as name, date of birth, age, national ID, address, photo and telephone number. These will be used during the aforementioned registration and for acquiring information and photos related to the conduct of the competition and its results. These “information” will be shared with the competition’s partners so they can provide related services. Competitors consent to the organizer or key sponsors collecting information during or after the race for marketing this event or for matters relating to competition rights. Photos, updates and videos of competitors, as well as their results after the competition (including competitor’s name, division, competition time) (“competition information”) may be published, broadcast and exhibited through web, partners’ platforms and various media tools. The final competition results and information will be imported into the competitor results database of the Chinese Taipei Athletics Association. They will then be made available to the public through the Chinese Taipei Athletics Association’s website. Competitors who wish to acquire their personal photos from the competition may contact the competition’s vendor partners. Competitors should not register if they do not consent to the above.

 
XX. The organizer may announce revisions for any matter not covered in these rules.
